After World War 2, there is a huge housing shortage in the Netherlands. Dutch local authorities lack sufficient funds for major house building projects. The NV Bank voor Nederlandse gemeenten (Dutch Local Authority Bank) starts giving out certificates of deposit as a part of the national loans for house building projects. The money gathered by this project will be lend to the local authorities to finance the house building and other important building plans such as plans for building new schools.
